Utah's Pawnshop, Secondhand Merchandise, and Catalytic Converter Transaction Information Act (Utah Code Title 13, Chapter 32a) covers pawnbrokers and secondhand dealers, coin dealers included. For each purchase a pawn or secondhand shop fills out a ticket with your name and date of birth as shown on your government photo ID, your address and phone number, the ID number, your signature and a print of your right index finger, plus a description of each piece with its metal content and, when you are paid by weight, its weight. Every item of jewelry, and any engraving on it, is photographed in color. The ticket goes to a statewide database within 24 hours and is kept at least three years. Shops cannot buy from anyone under 18 or anyone who appears to be under the influence of alcohol or drugs.
Coin dealers keep the full ticket, fingerprint included, the first time you sell to them; after that a shorter ticket with your initials and the last four digits of your ID is enough. Purchased property, scrap jewelry included, has to be held 15 calendar days after it is reported before the shop can resell it, but the hold does not apply to coins and other numismatic items or to commercial-grade bullion. Police can still put a 90-day hold on any item and extend it another 90 days; anything longer needs a court order.
